Jaffrey, New Hampshire — The Town of Jaffrey, ReVision Energy, Blue Haven Solar, and state officials celebrated completion of the Jaffrey Landfill Community Solar Project, recognizing a partnership that transformed a capped municipal landfill into a source of clean energy savings for low-income households in New Hampshire and municipal revenue.
“For years, this was the town’s landfill. It was capped, fenced off, and mostly forgotten,” said Ian Simmons of Blue Haven Initiative, the project’s investor. “Today, it’s a 1.34-megawatt solar array. It will produce more than 1.7 million kilowatt hours of clean electricity every year. But what makes this project special isn’t the panels. It’s who they serve.”
Located on a capped municipal landfill at 110 Old Sharon Road in Jaffrey, the 1.34 MW community solar array utilizes 2,266 U.S.-assembled solar panels and is expected to generate more than 1.7 million kilowatt-hours of renewable electricity annually. The project is projected to offset approximately 933 tons of carbon emissions each year.
A key aspect of the project recognized during the ceremony was its commitment to delivering benefits directly to New Hampshire families. One hundred percent of the energy produced by the array will support low- and moderate-income households participating in New Hampshire’s Electric Assistance Program (EAP) community solar offering. Over the life of the project, participating households are expected, collectively, to receive approximately $2 million in electricity bill savings.
“The energy from this project will be directly serving hundreds of local families through EAP. Those families will receive hundreds of dollars in energy savings, totaling an estimated of $75,000 per year across the roughly the 250 families that will be the beneficiaries of this project for decades to come,” said Dan Weeks, Vice President at ReVision Energy.
The event also highlighted the economic benefits the project brings to the Town of Jaffrey. Through a lease agreement with Blue Haven Solar, the Town will receive annual lease payments, creating a new revenue stream from land that was previously unable to support traditional development.
Project partners recognized the collaboration that made the landfill redevelopment possible. ReVision Energy partnered with the Town of Jaffrey to identify a productive use for the site, while Blue Haven Solar provided financing aligned with the project’s environmental and community-focused goals. The effort also involved coordination with Eversource and the New Hampshire Department of Energy to ensure energy savings reach eligible households through the state’s Electric Assistance Program.

“This is public use of land. But I think it is actually one of the rare examples of a perfect use of land, and it would not have been so without the incredible team here today who made it possible,” remarked Congresswoman Maggie Goodlander. “You have shown us you don’t have to choose between economic development, climate crisis and lowering costs. They can all be done together, just like this project.”
