Kennebec Sanitary Treatment District (KSTD) is investing locally to produce their own renewable power on site and stabilize costs to operate the facility. KSTD treats the waste water for residents in the city of Waterville and towns of Winslow, Fairfield and Benton. The project is expected to save the facility up to $2,000 in the first year.

KSTD is a quasi-municipal corporation serving the City of Waterville, and the Towns of Winslow, Fairfield, and Benton, incorporated in 1971 and the treatment plant and 12 mile of sewer interceptor and three sewage pump station in operation by 1976. In 2014 the Town of Oakland waste water began flowing to KSTD. In 1971 an act, creating the Kennebec Sanitary Treatment District occurred by the people of the State of Maine and approved by the Governor as follows: the inhabitants of the Municipalities of Waterville, Winslow, Fairfield, and Benton have created a body corporate and politic under the name of Kennebec Sanitary Treatment District (KSTD) for the purpose of providing systems of public sewage disposal, constructed, maintained, and operated for the public health and welfare of said residents. KSTD was organized to receive sewage collected by the municipalities and dwellings, public buildings, commercial or industrial establishments
